If there are deep grooves in the rotors but it doesn't shimmy while braking, then you should machine them but you don't have to. Basically, the deeper the grooves the less surface area there is for the pads to grab onto.

If rotors have deep grooves in them are they UNsafe to drive on. Just had my front brake pads replaced and was told that rotors needed to be replaced, but when I pushed them on it, they said it wasn't UNsafe, it just might be noisy.

Thanks guys for the replies. I will pull the caliper apart and lubricate everything. This is the first time i've seen a groove on the inside of the rotor caused by the pads. Been dealing with a lot of Ford Cortina's over the years but haven't seen this. If anyone else has any ideas i'd appreciate all comments. Thanks.
